When families send their children to school, they expect a safe, nurturing environment. Sadly, in Washington schools and across the country, many students have endured unimaginable harm at the hands of teachers, coaches, and other trusted adults. Sexual abuse in schools leaves deep scars—emotional, physical, and psychological—that can last a lifetime.

At Evergreen Personal Injury Counsel (EPIC Law), we believe no survivor should have to face this journey alone. Our sexual abuse lawyers stand with survivors and their families, fighting for accountability and justice when schools and institutions fail to protect students.

The Devastating Pattern of Sexual Abuse in Schools Throughout Washington State

Recent years have exposed a troubling pattern: predators placed in positions of authority within Washington schools have abused that trust, with devastating consequences for students and their families. Despite warning signs and reports, institutions too often failed to act, allowing abuse to continue.

This is not just a matter of individual wrongdoing—it is an example of institutional sexual abuse. Schools and other youth organizations have legal and moral responsibilities to safeguard children. When they fail, they can and should be held accountable.

Clark County Football Coach

One of the most recent examples involves a football coach at Clark County Youth Football, as reported by The Columbian. Joshua Gene Warbis coached one of the teams for a month before his status as a registered sex offender came to light. He was convicted of multiple felony counts for sex crimes involving teenage girls in 2005 and 2009. Despite being listed as a Level III offender, considered the highest risk to re-offend, Warbis was allowed into a coaching position with fourth and fifth-graders.

Parents are rightfully troubled that a known sex offender was ever allowed into such a position in the first place. Clark County Youth Football President Terry Hyde said, “We had no prior knowledge of his record,” and promised, “We are now looking to strengthen our protocols so that this can never happen again.”

The school leadership’s reassurances aren’t enough for many parents. “What are they even doing for background checks if they’re allowing pedophiles to coach our kids?” one parent said on social media.

While no reports of sexual abuse have come forward from Warbis’s time as a Clark County coach, this case still illustrates a problem within our Washington schools. These institutions have an obligation to properly screen staff and protect children from predators like Warbis.

Former Curtis High School Wrestling Coach

The Curtis High School community was shaken when a former longtime wrestling coach, David O’Connor, was accused of sexual abuse against multiple students. Several men who were students at Curtis High School when O’Connor coached between 2003 and 2010 have come forward with tragic stories.

The News Tribune reports that nine survivors filed civil lawsuits against the University Place School District. It was found that O’Connor had a prior conviction for indecent liberties involving minors from 1977, and it’s believed he may have abused children outside the school as well. Attorneys could not find proof that Curtis High School ran a full background check for O’Connor before allowing him to become a volunteer coach.

We are proud to have represented former Curtis High School students in their civil lawsuits, reaching a $1.1 million settlement with the University Place School District.

Former Sumner High School Basketball Coach

Another tragic example unfolded at Sumner High School, where a basketball coach was convicted and sentenced to 40 years in prison for sexually abusing players. Survivors testified about the trauma they endured and the lasting impact on their lives.

Ex-Sumner coach Jacob Jackson groomed and sexually abused multiple teenage boys between 2016 and 2022. Despite rumors and concerns raised by students and parents for years, the school district failed to act, allowing Jackson’s abuse to continue.

It is thanks to the courage of survivors coming forward that Jackson was brought to justice. While the criminal lawsuit may be over, survivors can still pursue civil lawsuits against the school district for their negligence in allowing this abuse to happen.

Beyond School: Cases Against DCYF Juvenile Facilities

The problem extends throughout Washington, far beyond school sports. Nearly 200 lawsuits have been filed against the State of Washington for abuse within facilities overseen by the Department of Children, Youth, and Families (DCYF). These include well-known institutions like Echo Glen Children’s Center and Green Hill School, where widespread abuse was documented.

These cases illustrate the broader issue of institutional failure. Whether in schools, juvenile facilities, or athletic programs, children were entrusted to adults who failed to protect them. Survivors deserve justice no matter where the abuse occurred.

Holding School Districts Accountable: Justice for Survivors

When sexual abuse happens within a school, both the perpetrator and the institution may be held responsible. Civil lawsuits against school districts often focus on whether administrators ignored warning signs, failed to conduct background checks, or neglected to investigate credible complaints.

Survivors may file a civil lawsuit against both the abuser and the district. These cases seek financial compensation for the harm suffered while also shining a light on systemic failures.

Statute of Limitations in Washington

Washington law provides important protections for survivors of child sexual abuse. In many cases, survivors can file a civil claim years after the abuse occurred, recognizing that trauma often delays disclosure. An experienced sexual abuse lawyer can explain these timelines and ensure survivors’ rights are protected.
