The Hidden Crisis in Washington’s 911 System: One Family’s Devastating Loss

When we think about the vital functions that hold our communities together, few are as essential as emergency services. In moments of crisis, when someone is seriously injured, in danger, or facing a sudden medical emergency, we dial 911 with the expectation that help will arrive. We place our hope and trust in trained professionals to “answer the call” and provide the urgent care and transport that we need. But what happens when that call for help goes unanswered? The consequences can be devastating, and in the case of Pamela Hogan, fatal.

The Tragic Case of Pamela Hogan

Evergreen Personal Injury Counsel represents the Estate and Family of Pamela Hogan, who tragically experienced this failure firsthand. In April 2022, Pamela suffered a medical emergency in her home and called 911 for assistance and transport to the hospital.

Pamela, age 71, was unable to get up—she was quite literally stuck and needed immediate help. Over the course of the night, Pamela called 911 five separate times, speaking with multiple AMR representatives at the call center. Faced with the chance to aid a dying woman, 911 operators instead stripped Pamela of her dignity, insulted her, told her to “call an Uber,” denied compassion, and left her to endure a level of neglect no one should ever have to face.

Despite her begging and pleading for aid, no ambulance ever arrived. For more than 10 hours, Pamela sat completely immobilized, wracked with unbearable pain, abandoned by the very system meant to protect her. Six weeks later, Pamela was found deceased in her home, in a severe state of decomposition—a heartbreaking and preventable loss.

A Pattern of Failure Across Washington State

Tragically, Pamela’s story is not an isolated incident. Journalist Daniel Beekman of the Seattle Times has uncovered a troubling pattern of grievances against AMR Ambulance Services and the City of Seattle that reveal an alarming breach of the very duty these agencies claim to uphold.

The investigation highlights systemic failures within emergency services that have left vulnerable community members without the help they desperately needed.

Evergreen Personal Injury Counsel’s Commitment to Justice

At Evergreen Personal Injury Counsel, we are committed to ensuring accountability for the harm caused by these types of devastating failures. When someone experiences a medical emergency, they deserve dignity, respect, and to be taken seriously. The cost of dismissing or minimizing a call for help can be measured in lost lives, shattered families, and profound community harm.

We are dedicated to seeking justice for Pamela Hogan and her family, and to pushing for the changes necessary to ensure that no other Washington family suffers such an avoidable and heartbreaking tragedy. No one should ever be left without help in their most vulnerable moment—and we will continue working to make sure they never are.
